Frank, a versatile virtual artist, was born in Lucban, Quezon. He earned his Bachelor's Degree in Fine Arts, majoring in painting, at the Philippine Women's University in 1992. Professor Ibarra dela Rosa, Ben Feleo, and Erick Presado are among his mentors. An avid art enthusiast in college, he joined several group exhibits and even won second place in an art competition. He held a solo exhibition, "The Colors of Christmas," at the GSIS Museum in 2018.

To further hone his skills and talent, he joined several art groups, such as the Art Association of the Phils, Muntinlupa Art Society, Quezon Artists' Guild, and the Tuesday Group, founded by National Artist Jose Joya in 1999. He was one of the finalists at the 2015 GSIS Nationwide Art Competition and the 2017 AAP Annual on-the-spot painting competition.

From 2014 to 2018, his art designs were chosen for the Hallmark for L.i.f.e. Christmas Card.

Frank started as a practitioner of realism, still life, landscapes, and figures. Lately, his colors have become bolder and brighter, his shapes geometrical, and his works evoke intense emotions--more of modern fauvist and cubism style.

He's the recipient of the "Natatanging Lucbanin Awardee sa Larangan ng Sining," awarded by the Municipal Government of Lucban, Quezon.

He recently collaborated with Quezonian artists at the Artablado Gallery, Robinsons Galleria, in Ortigas Center.
